Philippines President Gloria Arroyo has released $6.5 million to implement measures against the possible entry of bird flu into the country. Agriculture secretary Domingo Panganiban says newly-released funds will be used to set up checkpoints and conduct tight surveillance of birds.

PRESIDENT Gloria Macapagal-Arroyo has issued an executive order prohibiting key government officials, including those from the military and the police, from appearing in any legislative inquiry without her prior consent.
